Senator MacKinnon, Cochair, moved and asked unanimous consent                                                                   
for the adoption of the Finance Committee Substitute offered on                                                                 
page 2286. Without objection, CS FOR SENATE BILL NO. 196(FIN)                                                                   
"An Act relating to an appropriation limit; relating to the budget                                                              
responsibilities of the governor; and providing for an effective date"                                                          
was adopted.                                                                                                                    
                                                                                                                                
President Kelly stated CS FOR SENATE BILL NO. 196(FIN) will                                                                     
advance to third reading on the March 23 calendar.
